Análise institucional dos mercados financeiros

This paper proposes that bubbles can be understood as being episodes of institutional logic.  Or as Buffett would say driven by the “institutional imperative. ”

Financial bubbles remain a challenge for economic theory. Puzzlingly, bubbles occur not only in real-world markets, with their inherent uncertainty and noise, but also in highly controlled experimental markets, even when uncertainty is eliminated and calculating the expected returns should be a simple statistical exercise. We propose that bubbles can be understood as episodes of institutional logic. Such logic has been shown to play a pervasive role in the spread of beliefs, behavior, and practices among individuals and organizations, both in laboratory and field studies. We examine experimentally two alternative explanations for the appearance of bubbles: 1) that participants lack knowledge and eventually learn to price correctly and 2) that each participant overconfidently believes that her understanding of the situation is better than average. We find lack of support for either, and show that the appearance of bubbles is congruent with institutionalization processes, similar to those observed elsewhere in financial markets and organizations.

The existence of a market bubbles seems at odds with common assumptions regarding the efficiency of financial markets. Even more puzzling is the finding that bubbles occur not only in real-world markets, with their inherent uncertainty and noise, but also in highly predictable experimental markets (e.g. Vernon L. Passando provas não faz educação

The following speech was delivered by top of the class student Erica Goldson during the graduation ceremony at Coxsackie-Athens High School on June 25, 2010

Here I stand
There is a story of a young, but earnest Zen student who approached his teacher, and asked the Master, "If I work very hard and diligently, how long will it take for me to find Zen? The Master thought about this, then replied, "Ten years." The student then said, "But what if I work very, very hard and really apply myself to learn fast – How long then?" Replied the Master, "Well, twenty years." "But, if I really, really work at it, how long then?" asked the student. "Thirty years," replied the Master. "But, I do not understand," said the disappointed student. "At each time that I say I will work harder, you say it will take me longer. Why do you say that?" Replied the Master, "When you have one eye on the goal, you only have one eye on the path."
This is the dilemma I've faced within the American education system. We are so focused on a goal, whether it be passing a test, or graduating as first in the class. However, in this way, we do not really learn. We do whatever it takes to achieve our original objective.
Some of you may be thinking, "Well, if you pass a test, or become valedictorian, didn't you learn something? Well, yes, you learned something, but not all that you could have. Perhaps, you only learned how to memorize names, places, and dates to later on forget in order to clear your mind for the next test. School is not all that it can be. Right now, it is a place for most people to determine that their goal is to get out as soon as possible.

O valor da educação

Mr. Chetty and his colleagues — one of whom, Emmanuel Saez, recently won the prize for the top research economist under the age of 40 — estimate that a standout kindergarten teacher is worth about $320,000 a year. That’s the present value of the additional money that a full class of students can expect to earn over their careers. This estimate doesn’t take into account social gains, like better health and less crime.

Dicas para a análise institucional

- Instituição é um sistema de regras para co-ordinar ações humanas, um sistema de regras que cria uma ordem. -
- Estas normas podem ser explícitas ou implícitas, criadas ou espontânea.
- Instituições eficientes estabilizam expectativas e criam confiança (trust).
- O sistema de regras, a instituição, precisa para funcionar um mecanismo de sanções: um mecanismo de  incentivos e custos.
- Além das abordagens funcionalistas (análise de acima por abaixo), a teoria das instituições usa fortemente a análise de abaixo por acima, i.e. a análise baseado no individualismo metodológico.
- Em vez de pergunta: "Para que sirva esta instituição?", por exemplo, se mostra mais frutífera perguntas: "Por que pessoas participam nesta instituições?" e "Quais são estas pessoas que participam?"
- O valor se mostra no nível individual, subjetivo e situacional.
- Identificar os fatores de estabilidade e da mudança.
- Identificar a relação da instituição no seu contexto sócio-econômico e político.
- Análise de oferta e demanda não está limitada em relações comerciais (o programa de um partido político, é uma oferta ou o código de uma religião, por exemplo).
- A interação entre demanda e oferta cria, faz crescer e muda a instituição.

Abstract: Using enterprise data for the economies of Central and Eastern Europe and the CIS, this study examines the effects of corruption on productivity. Corruption is defined as a “bribe tax” and is compared to another form of institutional inefficiency, which is often believed to be closely linked with corruption: the “time tax” imposed on firms by red tape. When testing their effects in the full sample, only the bribe tax appears to have a negative effect on firm-level productivity, while the effect of the time tax is insignificant. At the same time, there is no evidence of a trade-off between the time and the bribe taxes, implying that bribing does not emerge as a second-best option to achieve higher productivity by helping circumvent cumbersome bureaucratic requirements. When the sample is split between EU and non-EU countries, the time tax turns out to have a negative effect only in EU countries and the bribe tax only in non-EU countries. This suggests that the institutional environment influences the way in which firm behaviour affects firm performance. In particular, the impact of bribing for individual firms appears to vary depending on overall institutional quality: in countries where corruption is more prevalent and the legal framework is weaker, bribery is more harmful for firm-level productivity.

Sobre definições e problemas

Dicas para o próximo encontro 
na sexta, 16 de Julho:
Definições são instrumentos de identificação. São melhor o pior, mas não são verdade ou não verdade. Assim como você define uma certa coisa como instituição ou meta-, proto- ou sub-instituição depende da meta de sua análise e do contexto. O critério para definições é pragmático. 
Definições ontológicas são normalmente mais difícil que definições funcional. Além de isto, definições recebem vida com exemplos. Finalmente, definições de palavras e conceitos não são tão importante que definir bem o problema. Definir bem o problema que da para resolver da o caminho mais certo para as definições das partes. 
A vida nos dá os problemas, mas na ciências somos nos que buscamos os problemas.
