Antony Fisher, the founder of the Institute of Economic Affairs (IEA) and driver in the creation of many think tanks, argued that to have a lasting impact, these centers should produce public policy studies which described a problem, offered solutions, and were written in a language rigorous enough to be used at universities but accessible to the educated layperson. Free-market think tanks needed to compete with universities and make an effort to influence the content of the courses. To achieve that goal they had to attract and publish the work of the best minds. It was natural that academics and graduates from Chicago, renowned for their scholarship, would play an important role in the think tank world.
